1/2 lb ground beef
1/2 small onion, finely chopped
1 garlic clove, minced
1/2 teaspoon paprika

Directions
Step 1: Cook the Meat Filling
In a skillet over medium heat, cook ground beef, onion, and garlic in 1 tablespoon of oil until browned. Season with paprika, salt, and pepper. Remove from heat and let cool slightly.
Step 2: Make the Pancake Dough
In a bowl, combine mashed potatoes, flour, egg, salt, pepper, and green onions (if using). Mix well until a soft dough forms.
Step 3: Form Pancake Bases
Divide the dough into 8 equal pieces. Flatten each piece into a 3-inch round patty.
Step 4: Add the Filling and Seal
Place about 1 tablespoon of the beef filling on one patty. Top with another patty and seal the edges carefully. Gently flatten to form a stuffed pancake.
Step 5: Fry the Pancakes
Heat oil or butter in a skillet over medium heat. Fry each pancake for 3–4 minutes per side until golden brown and crispy.
Step 6: Drain and Serve
Remove the pancakes and drain on paper towels. Serve hot with sour cream or your favorite dipping sauce.
